It links Iran’s Dogharoun border post to Herat, and most full containers and truckloads coming from Dubai, Türkiye and Europe via Iran enter Afghanistan here. What Is the Islam Qala Border Crossing?
Islam Qala sits on the Afghanistan–Iran border in Herat Province. On the Iranian side, the post is Dogharoun, close to the town of Taybad in Razavi Khorasan Province. Together, the two posts form the main road link between Iran and western Afghanistan.
The crossing matters because Afghanistan is landlocked. As a result, every sea container must cross a neighbour first. Iranian officials put trade through Dogharoun at more than USD 3 billion a year. Moreover, since the Pakistan crossings closed to trade in late 2025, even more Afghan imports have shifted to Iran.
The site handles trucks, fuel tankers and passengers. Its facilities also include truck parking, weighbridges, an inspection yard, customs-controlled storage and bank counters for duty payment. In addition, the Khaf–Herat railway now brings freight wagons from Iran to Rozanak station, on the road between Islam Qala and Herat.
The Full Route: Dubai to Herat and Kabul via Islam Qala
Most of our Islam Qala freight follows a sea-and-road chain. In a normal year, for example, it runs like this:
- Origin: the container loads at Jebel Ali or Khor Fakkan, or at a Chinese, Indian or European port.
- Sea leg: the ship discharges at Bandar Abbas (Shahid Rajaee port) in Iran.
- Iranian transit: a bonded truck, usually under a TIR Carnet or an Iranian transit declaration, drives about 1,500 km to Dogharoun. This leg normally takes 3–5 days.
- Border: Iranian exit formalities at Dogharoun, then entry at Islam Qala. Iranian trucks often do not continue, so cargo may transload to Afghan trucks here.
- Delivery: the goods clear at the border (Islam Qala, or Nimroz where it suits better). Our trucks then deliver to Herat, Kabul, Kandahar or Mazar-i-Sharif with the clearance document on board.
Under normal conditions, port-to-Herat transit typically runs 7–14 days. After that, add the ocean leg from your origin and the onward road leg to Kabul.

In practice, paperwork causes most delays, not the road. Afghan customs runs on ASYCUDA, so every figure must match across the documents. The table shows who prepares each one.

Step-by-Step Clearance at Islam Qala
For a commercial truck, Afghan clearance usually follows a fixed sequence:
- Pre-check: our Herat office reviews scans of every document before the truck reaches the border.
- Arrival: next, the truck presents at the Afghan gate, gets a gate pass and moves to the inspection yard.
- Declaration: then a licensed broker files the import or transit declaration in ASYCUDA.
- Risk check: customs either releases on documents or orders a physical examination.
- Payment: the importer pays customs duty and Business Receipts Tax at the bank counter.
- Release: finally, customs issues a release order, and the truck continues to Herat or onward.
We normally clear goods for Kabul at the border itself: Islam Qala, Nimroz or whichever crossing suits the shipment best. Once duties and taxes are paid, customs issues a clearance document. The driver carries a copy all the way to Kabul, so any police or customs check on the road can see the shipment is cleared and legal, until it is handed over to the consignee.

Common Delays at Islam Qala and How to Avoid Them
In our experience, the same few problems cause most stoppages. For that reason, use this checklist before loading:
- Match invoice, packing list and B/L line by line: values, weights, piece counts and consignee name.
- Use the correct HS code, because a wrong code triggers reassessment and an inspection.
- Get ministry permits for regulated goods before shipping, not after arrival.
- Confirm the consignee’s trade licence is valid and the name matches exactly.
- Check origin. US-origin goods and sanctioned items cannot transit Iran.
- Plan around Eid, Nowruz and Afghan national holidays, when the crossing slows or closes.
- Expect longer queues before Ramadan and before winter.
- Seal and photograph the container at loading, so seal checks at Dogharoun pass quickly.
On average, a physical examination adds 1–3 days. Clean documents are therefore the cheapest insurance you can buy.
Prohibited and Restricted Goods
Afghan customs bans several categories outright. According to the Logistics Cluster customs guide, they include alcohol, pork products, narcotics, weapons and ammunition, pornographic material, gambling devices and material considered offensive to Islam.
Other goods, however, need a ministry permit. These include medicines and foodstuffs (Ministry of Public Health), telecom equipment (Ministry of Communications), agricultural products (Ministry of Agriculture) and military or armoured items (Interior and Defence). FCL vs LCL to Afghanistan
Everywhere else, Delta Global Cargo ships full containers only. Afghanistan, however, is the exception, because our own warehouses let us consolidate safely.
- FCL (20ft, 40ft, 40ft HC): best for one importer with enough cargo. It means fewer handling points and one declaration.
- LCL part-loads: best for smaller or trial orders. We consolidate cargo and deliver from our Herat or Kabul warehouse.
- Full truckload (FTL): common for Türkiye and Iran-origin goods moving overland.

How far is the Islam Qala border crossing from Herat?
Islam Qala is about 116–120 km west of Herat city on the main highway. A car takes under two hours. A loaded truck usually needs about four hours, plus any queue at the border.
How long does customs clearance take at Islam Qala?
Clearance time depends on the commodity. A full container of one unrestricted commodity with complete, consistent documents often clears within one to four days. Goods that need permits, test reports or certificates, such as pharmaceuticals or other restricted items, take as long as those documents and the customs process take, so no fixed time can be promised.
What documents do I need to clear goods at Islam Qala?
