What Re-Export from Dubai Means and When It Saves Duty

A normal import brings goods into the UAE market. In that case you pay customs duty, usually 5% of the CIF value, plus 5% VAT. However, many traders only use Dubai as a hub. The goods arrive, wait for a short time and then leave for Kabul, Tashkent, Mombasa or Muscat.

For that kind of flow, a re-export entry is usually the better choice. Instead of paying the duty outright, you secure it with a deposit or a guarantee. Then, once the goods leave the country and customs confirms the exit, the security comes back to you. As a result, you do not carry a UAE tax cost on goods that never stay in the UAE.

Still, the catch is timing and paperwork. Each customs route has a deadline, and a missed deadline turns the guarantee into a real duty payment. That is why we choose the route before the vessel arrives, not after the container is already at the terminal.

Three Customs Routes for Re-Export Through Dubai

Dubai Customs offers several ways to move foreign goods through the emirate. Together, the three below cover almost every re-export we handle. In short, the right one depends on how long the goods will stay and whether anything happens to them in Dubai.

Storage & handling

Our Bonded Warehouse Partners: Between Arrival and Departure

We are a freight forwarder, not a warehouse owner in the UAE. Instead, storage, cross-stuffing, relabelling and repacking take place at licensed bonded and free-zone facilities run by our partners. Our Dubai team books the space, sends the instructions and checks the counts and photos before the seal goes on the onward container.

This matters for two reasons. First, the facility must hold the right customs licence for your declaration type. Second, the facility must record any change to the goods, because the export papers have to match what actually leaves. By contrast, our own warehouses are in Kabul and Herat. So, for Afghan shipments, the goods move from a partner facility in the UAE to our own team at the destination.

Afghanistan

How a Re-Export from Dubai Runs With Us

Re-Export Documents: Origin, Invoices and Exit Proof

In practice, most delays on a re-export come from papers that do not match. For that reason we check the set as one package rather than document by document.

Honest caveats

Timing, Risks and What We Do Not Offer

Re-export saves money only when the plan is right. Therefore, keep these points in mind.

  • Deadlines are realif the goods do not leave in time, you can lose the guarantee and owe the duty
  • Storage costs add uppartner facilities charge by time and space, so long stays eat into the duty saving
  • Gulf shipping is disruptedwhile Hormuz traffic stays restricted, many services call at Khor Fakkan or Fujairah instead, and trucks finish the trip
  • FCL onlywe do not offer LCL, groupage or air freight on this service

Above all, ask before you pay duty. Fixing the entry type at the start is far easier than trying to reclaim duty later.

Re-Export from Dubai — FAQ

Do you own a bonded warehouse in Dubai?

No. In the UAE we work through our bonded warehouse partners, which are licensed bonded and free-zone facilities. Our own warehouses are in Kabul and Herat in Afghanistan.

Do I pay UAE duty on a re-export from Dubai?

Usually not, as long as you use the right declaration. A deposit or guarantee covers the duty, and customs releases it once the goods exit. However, if the goods miss the deadline, the duty can become payable.

How long can goods stay in Dubai on a re-export?

Under an import-for-re-export declaration, the goods should leave within six months to recover the deposit. By comparison, a transit declaration normally allows 30 days, currently extended to 90 days by Dubai Customs until further notice.

Do I need a UAE company to re-export through Dubai?

Usually not. If you don’t have a UAE trade licence, we can normally handle the re-export under our own licence. Tell us your goods and destination, and we will confirm the set-up before anything ships.

Can you cross-stuff or relabel goods before they move on?

Yes, at our partners’ licensed facilities. The facility also records every change, so the export papers match what actually leaves the UAE.
